What steps will reproduce the problem?
(1) Launch chrome and go to chrome://apps >> Open devtools and select any image either from application/top/images section or Network section.
(2) Right click on image and select save as option and try saving that image.

Expected: Image should be downloaded without any error.
Actual: Instead image doesn't get downloaded and error message Failed - Network error is seen while saving.

NOTE: Issue is seen in chrome://apps , NTP. It is working fine with images in other pages like https://support.google.com/chrome/?p=help&ctx=keyboard#topic=3227046.

Raising this as Non-regression issue as save as option is introduced from 53.0.2776.0 dev.
