Regression: Tooltip is not seen for wrench menu on mouse hover.

Issue descriptionVersion: 54.0.2816.0 (Official Build)5ca3397bac11535fb30249c96b9ee311fe2474a8-refs/heads/master@{#409090} (64-bit) OS: Mac (10.10.5, 10.11.5) What steps will reproduce the problem? 1) Launch chrome, mouse hover on wrench menu button and observe. On mouse hovering, no tooltip is seen for wrench menu. On mouse hovering, no tooltip should be seen for wrench menu. Can't reproduce in macOS 10.12.6 in latest Canary Version 66.0.3330.0. Tooltip appears when I hover over the Settings Button. |
