wrong username detection on the US visa site

What steps will reproduce the problem?
(1) Sign up on on the US visa site https://cgifederal.secure.force.com
(2) Save the password.
(3) Try to login.

What do you see instead?
Instead of email the password manager saved my Surname as a username.
