Issue descriptionversion 54.0.2813.0 canary Platform 8662 link Firmware Google_Link.2695.1.169 REPRO STEPS: 1.Open the System Settings page. 2.Put cursor into the Search settings input-box. 3.Touch menu button of VK, select Settings icon. 4.Close the Languages and input page. 5.Repeat step #2~3. ACTUAL RESULTS: 3.1 Languages and input page pops up. 5.1 Languages and input page does not pop up any more.

Only repro when press Done button to "close the Languages and input page" at step 4. Does't repro if closing the settings page. Not a severe issue so set to P3.
