Regression: Unnecessary two scroll bar appears on "Pause Web & App Activity" overlay.

Issue descriptionChrome Version: 54.0.2816.0 (Official Build) 5ca3397bac11535fb30249c96b9ee311fe2474a8-refs/heads/master@{#409090} 32/64-bit. OS: Windows (7,8,8.1,10), Linux (14.04 LTS), Mac OSX(10.10.5, 10.11.4). URL: https://myaccount.google.com/activitycontrols/search?pli=1 What steps will reproduce the problem? 1. Launch chrome, sign in to chrome with valid credentials and navigate to above URL. 2. Click on 'Web & App Activity' button such that "Pause Web & App Activity" overlay appears. 3. Now click on 'PAUSE' button and observe the "Pause Web & App Activity" overlay. Unnecessary two scroll bar appears on overlay after clicking on 'PAUSE' button. No such behavior should be seen after clicking on 'PAUSE' button. This is a regression issue, broken in M-53 series, below is bisect info.
