What steps will reproduce the problem?
1. Launch chrome, sign in to chrome with valid credentials and navigate to above URL.
2. Click on 'Web & App Activity' button such that "Pause Web & App Activity" overlay appears.
3. Now click on  'PAUSE' button and observe the "Pause Web & App Activity" overlay.

Unnecessary two scroll bar appears on overlay after clicking on 'PAUSE' button.
No such behavior should be seen after clicking on 'PAUSE' button.

This is a regression issue, broken in M-53 series, below is bisect info.

Good build: 53.0.2758.0
Bad build: 53.0.2759.0
