Regression: Drop down doesn't open up after clicking with Mouse pointer

Chrome Version: 54.0.2816.0 5ca3397bac11535fb30249c96b9ee311fe2474a8-refs/heads/master@{#409090} (32/64-bit)
OS: Windows(7,8,8.1,10), Linux(14.04 LTS), Mac OS X(10.10.5, 10.11.4)

Steps:
1. Launch chrome and navigate to chrome://md-settings/autofill. Click on Add address.
2. Hover mouse over "Country/Region" such that Mouse pointer appears, click on it and observe.

Actual  : Drop down doesn't open up after step 2 (i.e. clicking on the text with mouse pointer).
Expected: Drop down should open up after step 2.

This is a regression issue seen from 'M-54' and will soon update the bisect info.

This seems to be a bug on paper-input with shadow dom, it fires 2 tap events http://jsbin.com/zufito/4/edit?html,console,output
