Regression:Focus doesn't traverse to any 'Allow' cookie options after pressing down/up arrow key.

Issue description

Chrome Version: 54.0.2816.0 (Official Build)Revision 5ca3397bac11535fb30249c96b9ee311fe2474a8-refs/heads/master@{#409090} (32/64-bit)
OS:Windows (7,8,8.1,10)

What steps will reproduce the problem?
(1)Launch chrome and navigate to https://www.google.com/ , click on lock icon 'cookies' link button.
(2)Click on 'google.com' cookie and click block button,reload page and again click on allow option (i.e from blocked tab) of 'cookies set by this page' overlay.
(3)Navigate to chrome://md-settings/ click on 'site settings' under advanced, press tab key till focus reached 'Allow 1' cookie iron icon.
(4)Now hit enter key such that list appear,press tab key again and observe.

Actual: 
1.Focus doesn't traverse to any Allow cookie list options after hitting tab key 
2.Focus is not set by default on 'block' option once list open.

Expected: 
1.Focus should traverse to Allow cookie list options after hitting tab key.
2.By default focus should appear on 'block' option once list open.

This is a regression issue broken in 'M53' and will soon update other info.

Correction:

Actual: Focus doesn't traverse to any 'Allow' cookie list options after pressing down/up arrow key.

Expected: Focus should traverse to 'Allow' cookie list options after pressing down/up arrow key.

This is a regression issue broken in 'M54' and below is the manual regression range:
Good build: 54.0.2808.0 
Bad Build: 54.0.2809.0

I'm no longer working on Chrome, and unlikely to fix any bug I'm currently assigned.

So this bug doesn't languish, I'm unassigning myself.
