clicking on manage passwords bubble from a website does not go to manage passwords in settings

Issue descriptionWhat steps will reproduce the problem? (1) try to manage passwords from saved password bubble (2) goes to settings page but not the passwords (3) What is the expected result? should go to the password page What happens instead? just goes to settings page and you have to scroll around looking for the right button to open passwords Please provide any additional information below. Attach a screenshot if possible. Version: 54.0.2815.0
