Remove obsolete logic in WebApkActivity#onDataStorageFetched()

With the current implementation of ManifestUpgradeDetector there is a bunch of no longer needed logic in WebApkActivity#onDataStorageFetched()

Did this bug still exist? It seems there isn't WebApkActivity#onDataStorageFetched() anymore.
