Support resolution change videos in VDA unittest

We had several regressions when playing switch_1080p_720p.mp4. We need to add the support of resolution change videos for VDA unittest and rendering helper. Then we can add switch_1080p_720p.mp4 to video_VideoDecodeAccelerator autotest.
