ShelfLayoutManagerTest.ShelfBackgroundColorAutoHide doesn't work on Windows.

The SystemTray view doesn't get ActionableView::OnMouse[Pressed|Released].
Perhaps the shelf/status (or some view therein) bounds are being set incorrectly.
