<video> contents should not overflow its content box

Issue description

Version: ToT as of 2016-08-01
OS: All

What steps will reproduce the problem?
(1) Download both the attachments.
(2) Open test51.html

What is the expected output?
Video should be enclosed by a yellow padding of 10px wide.

What do you see instead?
Video overflows top and bottom of the element.

This is also asked by developers here: http://stackoverflow.com/questions/36679287/css-tag-object-fitcover-does-not-crop-clip-videos-in-chrome

According to [css3-images], "Unless otherwise specified by CSS, the object is then clipped to the concrete object size.". Firefox works as expected.
