TouchView would be way more accessible if we bumps it's UI size +1

Issue description

I find TouchView UX being way more touch-friendly only if I bump screen UI size +1 (with Ctrl+Shift++). The problem is that going back to regular mode, the screen system UI elements feel too large so I have to manually flip things back to -1 (Ctrl+Shift+-).

I suggest that:

a) Automatic screen size change on mode transition. We try to do this size +1/-1 switch automatically when we flip back and forth when TouchView mode flips. The exact sizes should be determined on per-device basis since FHD devices might need bigger bumps.

b) Better manual screen size change. Find an easier way to adjust screen res without the keyboard (i.e.  TouchView) than just undiscoverable settings. Maybe add a discreet points slider in uber tray (similar to volume)? If user manually adjust screen size in normal or TV mode, we should remember and restore this settings on mode transition.

I would consider this a WontFix since we now use MD Hybrid by default on touch-capable Chromebooks.
