Steps To Reproduce:
(1) Increase the scale factor with Ctrl + Shift + '+'
(2) Lock the device or sing out
(3) Position two finger on the content area outside of user pods, try to move them around 

Expected Result:

User pods don't move around.


Actual Result:

On lock screen, user pods move both vertically and horizontally.
On login screen, user pods move only vertically.
