PPAPINaClPNaClTest.* failing on a bunch of clang tot bots, possible only Windows

Probably due to the gn switch; some file is probably not copied to swarming correctly or something like that.

I haven't stared at the list of tests that are failing to see if it's an exact match, but most of those are also failing on Win Tests, and not as a result of the GN switch.
