Allow chrome://network-error/ to show HTTP error pages

Issue description

Now that we can show error pages on HTTP errors, we should should make chrome://network-error/ support showing these error pages.  Seems like we can just make chrome://network-error/4##-5## show the corresponding HTTP error page.

[edwardjung]:  If you want to tackle this yourself, feel free.  I'll plan to get to it myself at some point, so assigning it to myself to keep it on my radar, but may not get to it for a week or two.

Note that chrome://network-errors/, which shows the list of all error codes, currently links to chrome://network-error (e.g. chrome://network-error/-108). Perhaps that linking should be removed until this issue is resolved.
I'm not following you.  Why should it be removed?
The linking should be removed because chrome://network-error/ does not load (tested with 54.0.2840.71 m and 56.0.2913.0 canary (64-bit)), and broken links are bad user experience.
chrome://network-error/ is for showing the various error pages, so it does load.  It just looks like a network error page, because that's the reason why it exists.  This is not a page for end-users, it's for UI debugging.
