Incorrect date format results on customized date range search in chrome

Issue description

Chrome Version : <Copy from: 'about:version'> 51.0.2704.103 m (64-bit)
URLs (if applicable) :https://www.google.com.ph
Other browsers tested:
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari:
    Firefox:FAIL v.47.0.1
         IE: FAIL  v.11.0.9600.18349

What steps will reproduce the problem?
(1) go to https://www.google.com.ph
(2) search any keywords.,e.g. computer
(3) Filter out the results by clicking 'Search Tools' tab, on the drop-down 'Any Time' click Custom range
(4) Select date range: e.g. 7/1/2016 7/5/2016
(5) Click Go.
What is the expected result?
  - Correct date format of search result e.g. 1 July 2016 - 5 July 2016.

What happens instead?
   - Incorrect date format of search result e.g. 7 Jan 2016 - 7 May 2016. The month and day are switching its place.

Please provide any additional information below. Attach a screenshot if
possible. see attached

it also appears on other browser as opposed to my title.

Able to reproduce the issue on Windows 7, Mac 10.11.5, Ubuntu 14.04 using 51.0.2704.103, latest stable 52.0.2743.82, canary 54.0.2816.0.Observed that incorrect date format of search result e.g. 7 Jan 2016 - 7 May 2016, the month and day are switching its place.

This is non regression issue seen from M-30(30.0.1549.0).Hence, marking it as untriaged.

Could anyone from dev team look into this issue please.

I don't think this is a browser bug.

why will you not fixed this bug?
