Issue descriptionChrome Version : 54.0.2815.0 OS Version: 10.0 URLs (if applicable) : What steps will reproduce the problem? 1. enable a screenreader (e.g. Narrator) to turn on full AX 2. open two chrome windows 3. in one window, go to https://cs.chromium.org/chromium/src/v8/src/ast/scopes.cc?q=scopes.cc&sq=package:chromium&dr 4. switch to the other window 5. wait for the unresponsive renderer dialog to show up What is the expected result? codesearch renderer gets focused What happens instead of that? dialog is shown on top of the non-cs window Please provide any additional information below. Attach a screenshot if possible. UserAgentString: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2815.0 Safari/537.36

I guess AX isn't enabled for you. Instead of enabling the narrator, you can also just go to chrome://accessibility and enable "global accessibility mode"
