Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.82 Safari/537.36 Steps to reproduce the problem: 1. Add div inside foreignObject element, and give its style "position: relative;" 2. Add dragging javascript code to drag this particular foreignObject 3. Drag it by moving mouse 4. You can see flapping effect What is the expected behavior? Tested this issue on Windows-10 High DP using chrome latest stable M52-52.0.2743.82, By opening the provided Jsfiddle link observed no flapping behavior. Attaching screen-cast for reference, Could you please have a look on it and let us know if anything missing from our end. Thanks!

It is easy reproduce this problem, change box-shadow offset bigger, like "10px 10px 6px", and drag again.

Change chrome's zoom scale also will trigger this problem.

Wow, it is way broken using the method in comment #4. Zoom to 120% and drag it around.

It's fixed by SPv175. However, the hit testing seems to be broken under zoom with SPv175. Will file a new bug for that.
