Non-Regression : "Need help finding your account?" link in Sign in page is not seen immediately

Version: 54.0.2815.0
OS: Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch chrome -> click on Avatar Menu and choose Button "Sign in to Chrome" 
(2)Now Sign in Page is seen -> Observe for "Need help finding your account?" link 

Expected:"Need help finding your account?" link in Sign in page should be  seen immediately
Actual: Instead link in seen after some time(After 30 Sec)

This is Non-Regression Issue seen from 48.0.2529.0

Able to reproduce the issue on Windows-7 and Mac OS 10.11.6 using chrome latest Dev M54-54.0.2815.0. Observed "Need help finding your account?" link is not seen immediately.

Right, this is by design I believe for people who spend too much time on the sign in page.
