Regression : Focus is not seen on locked profile on closing sign in page |

Issue descriptionVersion: 54.0.2815.0 OS: Ubuntu 14.04,Windows What steps will reproduce the problem? 1.Launch chrome -> Sign into Profile 2.Now Create/import supervised user -> Then click on avatar Menu and choose option "Exit and childlock" 3.Now Switch person window is displayed -> Click on Locked profile -> Sign in Page is seen and close it -> Now observe Focus(Please refer Video) Expected: Focus should be not seen on locked parent profile on closing sign in page Actual: Instead Focus is seen on supervised user This is Regression Issue Broken in M-54 Manual good and Bad Builds: Good Build: 54.0.2811.0 Bad Build: 54.0.2812.0 Note : Unable to provide narrow bisect as sign in to chrome in chromium builds is not possible, hence providing Manual change log info. Scenario doesn't hold on Mac as material design settings page is enabled by default there.

Unable to reproduce this issue on Windows-7 using chrome latest Canary M54-54.0.2823.0. Reporter@ - Could you please confirm the same from your end by rechecking it on chrome latest canary M54.
