timeline recoding button effects page performance.

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.103 Safari/537.36

Steps to reproduce the problem:
1. To Save following code as a local html file 
2. open it and active devtool.
3. switch to timeline panel.
4. hit the recording button.
5. finish recording and get a record.

What is the expected behavior?
record the performance stable 

What went wrong?
It always show jank(low fps) in first several seconds whenever I start recording.

Did this work before? N/A 

Chrome version: 51.0.2704.103  Channel: stable
OS Version: OS X 10.11.6
Flash Version: Shockwave Flash 22.0 r0

Status: WontFix (was: Unconfirmed)
Please disable screenshots and paint categories if you care about accurate timing -- those are known to be expensive and this is the reason they're configurable rather than being enabled by default.
