Regression:Focus traversal is not as expected in User manager window

Issue description

Version: 54.0.2815.0 dev
OS: Linux, Windows
What steps will reproduce the problem?
(1) Make sure you have two persons >> Open user manager window by clicking avatar icon on top left and select switch person
(2) Now hit tab continuously and observe.

Expected: Focus should traverse to all persons and links
Actual: Instead focus doesn't shift on hitting tab[It remains on first person only]

This is a regression issue broken in M54.

Good Build: 54.0.2811.0 dev.
Bad Build: 54.0.2812.0 dev.

Reproduced on 54.0.2815.0 on Mac OS 10.11.5 as well.

Status: Duplicate (was: Assigned)
Looks similar to that of  issue 633058 . Merging into it. Please undupe if not the case.
