CustomScrollbars are created as overlay scrollbars

What steps will reproduce the problem?
(1) Open the below sample.html file
(2) You will see custom scrollbars created as overlay scrollbar.
(3) Please find the attached png as well.

What is the expected output?
Custom scrollbars should not be overlay scrollbars.

What do you see instead?
I see as overlay scrollbars, breaking the custom scrollbars functionality. They arent lay-outing the content properly.

Please use labels and text to provide additional information.

It's a subtle distinction, but these are actually non-overlay scrollbars with transparency.

They don't affect the wrapping of text because you've set width: 1000px on <body>.  But if you scroll to the maximum position (bottom right corner), none of the text appears behind the scrollbar.  That wouldn't happen with a true overlay scrollbar.
