Regression: [MD Settings]I-beam pointer is seen instead of hand pointer on 'Advanced' link.

Chrome Version: 54.0.2815.0 Revision b04cd370dcb7e737fe32d3c8a0f12daa59fa85f8-refs/heads/master@{#408889}
OS: Windows(7,8,10), Mac(10.10.5,10.11.4)

What steps will reproduce the problem?
(1) Launch chrome,navigate to chrome://md-settings and click on 'More option' to open side nav bar.
(2) Hover on Advanced link and observe.

Actual: I-beam pointer is seen instead of hand pointer on  Advanced link.

Expected: Hand pointer should be seen on 'Advanced' link as its clickable.

This is a regression issue broken in M-54, below is bisect info.

Good build: 54.0.2811.0
Bad build: 54.0.2813.0
