Breakpoint tip blurry on retina

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2813.0 Safari/537.36

Steps to reproduce the problem:
On high dpi screen:
1. Open DevTools on the Sources tab
2. Set breakpoint

What is the expected behavior?
Tip of the breakpoint should not be blurred (see expected.png)

What went wrong?
Tip of the breakpoint is blurred (see current.png).

Did this work before? Yes 52.0.2743.82

Chrome version: 54.0.2813.0  Channel: n/a
OS Version: OS X 10.11.5
Flash Version: Shockwave Flash 22.0 r0

Wrong css specificity.

Able to reproduce the issue on Windows, Mac and Linux.
This is a Regression issue broken in M54, below are the details --
Chrome Good Build -- 54.0.2789.0
Chrome Bad  Build -- 54.0.2790.0
