Regression: In Switch person window, focus does not move to Add person and Browse as Guest options.

Issue descriptionVersion: 54.0.2815.0 (Official Build) b04cd370dcb7e737fe32d3c8a0f12daa59fa85f8-refs/heads/master@{#408889} (64-bit) OS: Mac (10.10.5, 10.11.5) What steps will reproduce the problem? (1) Launch chrome and Sign in to chrome. (2) Go to chrome://settings and add/import a supervised user from people section. (3) Now in main user, click on avatar icon and select Switch person. (4) Keep pressing Tab key and observe. Focus does not move to Add person and Browse as Guest options. Focus should move to Add person and Browse as Guest options. This is a Regression issue broken in M-54, will soon update other info

Verified the issue on Latest Dev# 54.0.2824.0 on Windows & Mac and 54.0.2823.0 on Linux and is found to be fixed. Hence adding TE-Verified Labels respectively. Also attaching a screen cast for reference. Thank You.
