Inprivate not private when chrome crash! after relaunch, it open previous inprivate tab in normal tab!

Issue description

Steps to reproduce the problem:
1. not know how to reproduce crash.
2. when chrome crash, only notification stay and say 'clic to close all inprivate tab'
3.launch Chrome

What is the expected behavior?
launch new chrome session and restore only normal tab

What went wrong?
previous private tab are restored in normal tab! (only one private tab when chrome crash)

Crashed report ID: report disabled because no Google in China

How much crashed? Whole browser

Is it a problem with a plugin? No 

Did this work before? N/A 

Chrome version: 51.0.2704.81  Channel: stable
OS Version: 4.4.4
Flash Version: not exist

must change browser because very bad experience in China!!

How to take a bug report on Android devices:

'Settings' -> 'Developer options' -> 'Take bug report'

Note:
You must have developer settings enabled.

Enable developer settings:

Go to the settings menu, and scroll down to "About tablet” or “About phone.” Tap it.
Scroll down to the very bottom, where you see "Build number." 
Tap the build number seven (7) times. After the third tap, you'll see a dialog that says you're four taps away from being a developer. On the seventh tap, you’ll see a dialog that says developer setting are enabled.
