When moving from muted audio to some low volume, there is a bad tick.

Issue description

Version: Latest canary (as of Sun July 31).
<b>OS: <please tell me it's not XP></b>

What steps will reproduce the problem?
(1) Play something in Chrome like a Youtube video.
(2) Mute the audio.
(3) Un-mute the audio by clicking the first position to the right on the volume slider.

What is the expected output?
Volume changes.

What do you see instead?
Volume changes + unexpectedly loud click.

Running on a Samus.
