Unable to take calls when Chromevox is speaking

Issue description

Mode: force_next
Version: 54.0.2809.0
Reproduction Steps: 
I have no idea where to file this. However, I have Project Fi. I also have the Hangouts extension running. When I receive a call, the call rings my phone and Hangouts on the computer. This is not a problem unless I am typing or interacting with the computer. I do not know if it is me typing that interrupts the calls, or if it is Chromevox speaking that does this. Callers tell me that calls go directly to voicemail. Hangouts begins to ring on the PC, however immediately stops. This does not happen if I am away from my computer, or if I am not using my computer.

Interesting. Anna, can you help point us in the right direction of an owner for this issue? 
I think that maybe this report ought to be closed. It does not happen consistently enough for me to definitively say that it has to do with CVox. It does happen, and only when Chromebook is in use, but I am not sure of the cause.

After discussion with members of the hangouts team, we're not sure that there is an actionable fix or next step here. 

It seems that controls may be inadvertently activated while the user is typing and in this case calls are being dismissed accidentally. Please let us know if this begins to happen more frequently and has specific repro steps.
