Lag on nearly every website

What steps will reproduce the problem?
(1) Start Chrome
(2) Navigate to any modern website

What is the expected result?
Website which lags if you click something or scroll down/up

Experiencing the same issues with 54.0.2810.1. General UI lag across all elements of the browser & pages.
