WebglConformance_deqp_functional_gles3_negativetextureapi failing on chromium.gpu.fyi Linux Release (ATI)

Issue description

Looks like the test was removed from content/test/gpu/gpu_tests/webgl2_conformance_expectations.py by
https://codereview.chromium.org/2182443003
and then the fyi bot started failing at this build:

Status: Available (was: Untriaged)
This test is enabled in yunchao's CL to fix the test on Intel Linux.  I guess Linux AMD has more driver bugs. We'll just have to re-disable it.
