Regression: canvas element of local gUM video stream shrinks on scrolling, after applying CSS filter |

Issue descriptionVersion: M54 Canary 54.0.2811.0 OS: Mac 10.11.6 What steps will reproduce the problem? (1) Open https://webrtc.github.io/samples/src/content/getusermedia/filter/ (2) With no filter selected, click 'Take snapshot' (3) Scroll up and down the page and observe how the snapshot image looks like while scrolling (4) Now, select a filter from the dropdown, and click 'Take snapshot' (5) Scroll up and down the page and observe how the snapshot image appears while scrolling What is the expected output? the canvas element of the local gUM video should not shrink/resize on scrolling What do you see instead? the canvas element of local gUM video stream shrinks/appears to fold in/out on scrolling up/down Attached screenshot video grab - https://x20.corp.google.com/users/sr/srnarayanan/www/no_crawl/crbug632844 Please use labels and text to provide additional information. This appears to be a regression from yesterday's canary 54.0.2810.2, I'm not sure what CL could cause this, from the bisect info below. Also, not sure it this really a bug, or its expected You are probably looking for a change made after 408308 (known good), but no later than 408311 (first known bad). srnarayanan@: could you please try it again with canary? I cannot repro this, even with 408311. If it does repro on your side, could you please attach a screenshot of the chrome://gpu page? Thanks.

Hmm, I'm no longer able to reproduce this issue in Mac Canary 54.0.2817.0
