Chrome untranslated

Issue description

Great bunch of the settings pages is in English but Dutch is set as the default language. Set to English and back to Dutch did not solve this.

Thanks for filing feedback! Can you please share your OS and version (from chrome://version)?

Please note that the system language is separate from the default webpage language. Chrome Settings lets you configure what language webpages are requested in (and on Chrome OS it also lets you set the system language).

Hello dbeam,

I tried in version 53 stable Most of the settings page are in English.

And in Canary 55 most of the settings page is in Dutch. 

I attached screenshots wherein 53 stable I set a red arrow by the Dutch sentences.

And a red arrow by the English phrases in the Canary version.
