GN build does not set USE_CRAS properly

With gn argument "use_cras = true" is set in args.gn.
The macro "USE_CRAS" is still not defined in the following two files:
src/chrome/browser/ui/views/desktop_capture/desktop_media_picker_views.cc
src/chrome/browser/media/desktop_capture_access_handler.cc
