Add a 3D Touch menu item to open a recent tabs

Adding a 3D Touch menu on Chrome iOS for "Recent Tabs" will allow the user to quickly access the list of recent tabs in the app.

I went to see if we're counting MobileMenuRecentTabs but I found that we're not (unless I missed it or it's called something else). I filed issue 641328 to add the metric. 

Another data point is that 3D touch is used by 0.16% of our users at this point.

A 3D Touch menu item was created to open a new tab. From there there is an icon to access recent history. That is nice but two clicks instead of one.
