Black blinking boxes appearing starting with video then transferring to non-video pages

Example URL:
any video link, you tube

Steps to reproduce the problem:
1. I start watching a video, it pauses half way through like the vid is loading.
2. Black boxes start appearing and blinking as you scroll up and down the page
3. The boxes stay static as long as you don't scroll and then shift as you scroll.

What is the expected behavior?

What went wrong?
Flash player?

Does it occur on multiple sites: Yes

Is it a problem with a plugin? N/A 

Did this work before? N/A 

Does this work in other browsers? Yes 

Chrome version: 52.0.2743.82  Channel: stable
OS Version: OS X 10.9.5
Flash Version: Shockwave Flash 22.0 r0

Unable to repro this issue on MAC (10.11.5) for Google Chrome Stable Version - 52.0.2743.82

@samantha: Could you please re-test the same on a clean profile [chrome://settings -> Add Person -> Do not Login with your credentials] and let us know your observations.

@MTV: Team, could you please verify this issue on MAC (10.9.5) if you have the OS version available.

Thank you. It still happens even when I use a different user account in
Chrome.

@samantha: Could you also please provide us a sample video URL where you encounter this problem. Though you have mentioned "any video", we were not able to repro this issue.

@MTV: Team, could you please verify this issue on MAC (10.9.5) if you have the OS version available.

I landed the fix for this on release branches first, and only got it recently into TOT. See  issue 632178 . Should be fixed-for-good now.
