Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2807.1 Safari/537.36 Steps to reproduce the problem: 1. bookmark don't Adjust position 2. 3. What is the expected behavior? What went wrong? bookmark don't Adjust position . if i take a bookmark Adjust position ,but restart chrome ,it bookmark will bock before position ,it is chrome for 52.0.2743.82 m (64-bit) stabe and Previous stabe have same bug. you can see my screenshot , nate to The bookmark location marked by the blue coil. it hapen to restart chrome. Did this work before? N/A Chrome version: 52.0.2743.82 m Channel: n/a OS Version: 6.3 Flash Version: Shockwave Flash 22.0 r0

i watch your video ,but your steps to be wrong , i adjusted the position for a bookmark and Completely shut down chrome ,next Click chrome icon and re use chrome,Wait a few minutes to look at that bookmark ,it will Back to his original position ,but you don't Completely shut down chrome and you directly to restart chrome ,The two modes of operation are completely different , so you should try again. it picture is my os(win8.1-x64) and my chrome version ,plelese try to some os ,and not win7. thanks

y ，but i am being in china , chrome sync is not Time synchronization ,that is Network provider does not allow and this probrom happen for 52.0.2743.82 m (64-bit) stabe and Previous stabe ,i don't fand to anther stabe ,when i have sync turned on same time.
