“Privacy error” page title is not seen for security interstitial pages |

Issue descriptionApp Version: 53.0.2785.37 dev iOS Version: 9.3.3, 10 beta 3 Device: iPhone, iPad URL: https://expired.badssl.com Steps to reproduce: 1. Launch Chrome 2. This looks like it's happening above the SSL layer. (Plus iOS doesn't use our SSL code anyway.)

IOSSSLBlockingPage::OverrideItem suppose to override the title to IDS_SSL_V2_TITLE, which does not happen. CCing estark@ as ios/chrome/browser/ssl owner. |
