“Privacy error” page title is not seen for security interstitial pages

Issue description

App Version: 53.0.2785.37 dev
iOS Version: 9.3.3, 10 beta 3
Device: iPhone, iPad 
URL: https://expired.badssl.com

Steps to reproduce:
1. Launch Chrome
2. Navigate to https://expired.badssl.com (or) https://tv.eurosport.com/
 
Observed results:
Page title is seen as ‘New Tab’ 

Expected results:
Page title should be displayed as ‘Privacy error’

Number of times you were able to reproduce: 5/5
Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Android: No
Bug reproducible on Dolphin/Safari/Firefox: Firefox: NA, Safari: NA
Bug reproducible on current stable build (App Version, iOS Version): Yes on M52 
Bug reproducible on the current beta channel build (App Version, iOS Version): Yes on M53

This looks like it's happening above the SSL layer. (Plus iOS doesn't use our SSL code anyway.)

This is even above web// layer. jif@, do you know how Tab switcher get's page title? Page title should be taken from current navigation item which is set by web// here:

IOSSSLBlockingPage::OverrideItem suppose to override the title to IDS_SSL_V2_TITLE, which does not happen. CCing estark@ as ios/chrome/browser/ssl owner.
