WebRTC FYI bots failing on Windows and Mac

Issue description

What steps will reproduce the problem?
(1) ninja -C out/Default/ content_browsertests
(2) out/Default/content_browsertests --gtest_filter=WebRtcAudioDebugRecordingsBrowserTest.*

What is the expected output?

Tests pass.

What do you see instead?

Tests fail with the message:

Function marked as IO-only was called from a thread that disallows IO!
If this thread really should be allowed to make IO calls,
adjust the call to base::ThreadRestrictions::SetIOAllowed() 
in this thread's startup.

Enable IO in WebRtcAudioDebugRecordingsBrowserTest

Set base::ThreadRestrictions::SetIOAllowed(),
since the tests need to create a temporary file.
