Punting back to you as I can't repro this (on ToT sha 76c3abbde45de86b7cd31b47db6918008326f18c).

Does it require the snippet based NTP?

Status: WontFix (was: Untriaged)

I didn't try on the NTP without snippets. But I can't repro it anymore also. Closing then. Will reopen with more info if I see it again.
