Regression : Focus is seen missing in Dropdown of chrome://md-settings/clearBrowserData on using arrows from Keyboard

Version: 54.0.2811.0
OS: Ubuntu 14.04

What steps will reproduce the problem?
1. Launch chrome and Navigate to chrome://settings/clearBrowserData
2. Now Click on the Dropdown -> Now use Up and Down arrow buttons from keyboard and observe for focus

Expected: Focus should  be seen on two options in Dropdown  on using arrows from Keyboard
Actual: Instead Focus is seen Missing 

This is Regression Issue Broken in M-54

Able to reproduce the issue on Windows-7 & Mac OS 10.11.6 using chrome latest Dev M54-54.0.2811.0. Observed the focus is missing using up and down arrows from keyboard.
