Steps:
1. Launch Chrome and open Cast overlay on NTP/webpage via context menu.
2. Select any device seen on overlay like 'Nexus player/Chrome mirroring', click on 'Stop' button and observe.

Actual: Blue highlight for 'Stop' button is not seen properly after clicking on it.

Expected: Blue highlight for 'Stop' button should be seen properly after clicking on it.

This is a regression issue broken in M-49, below is bisect info.

Good build: 49.0.2616.0 
Bad build: 49.0.2618.0
