Regression:Weird Flickering of trash icon is seen after mouse hover.

Chrome Version:54.0.2811.0 (Official Build)b19949388aaceb1d0dc2b48ad00b272dd1c72af5-refs/heads/master@{#408553} 64-bit. 
OS:Mac (10.11.4),Mac Retina (10.11.5)

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://extensions
(2)Hover mouse at bottom of any trash icon and observe.

Actual: Weird Flickering of trash icon is seen after mouse hover.

Expected: Flickering of trash icon should not be seen on mouse hover.

This is a regression issue broken in 'M54' and will soon update other info.

Could you elaborate on why you suspect 408226 ?
It should not have any visual impact, it only affects chrome.loadtimes() performance measurement.

It's hard for me to say which changes in the range could cause a visual change
408216 maybe?
