Regression : Unnecessary scroll bar is seen on 'No rules' label in devtools.

Issue description

Version: 54.0.2811.0 b19949388aaceb1d0dc2b48ad00b272dd1c72af5-refs/heads/master@{#408553} (32/64-bit)
OS: Windows (7,8,8.1,10)

What steps will reproduce the problem?
1) Launch chrome ,open NTP and go to devtools
2) Now press 'Esc' key from keyboard to open console bar and then click on more options button and select 'Remote Devices'
3) Now drag the devtools window to RHS and scroll down the 'Remote Devices' window to observe the 'No rules' label

Actual : Unnecessary scroll bar is seen on 'No rules' label
Expected : Unnecessary scroll bar should not be seen on 'No rules' label

This is a regression issue broken in 'M-54' and below is the manual regression and Narrow bisect info:
Good build : 54.0.2808.0
Bad build : 54.0.2809.0
