Regression: Left arrow of horizontal scroll bar in chrome://history is not working properly

Reported by jshan...@etouch.net, Jul 29 2016

Issue description

Chrome Version : 54.0.2811.0 b19949388aaceb1d0dc2b48ad00b272dd1c72af5-refs/heads/master@{#408553} 32/64 bit
OS:Windows (7,8,8.1,10), Linux (14.04 LTS)

Steps:
1. Launch Chrome and navigate to chrome://history.
2. Resize the browser window such that scroll bar is seen and drag horizontal scroll bar to R.H.S
3. Now click on left arrow of horizontal scroll bar and observe.

Actual: Left arrow of horizontal scroll bar is not working i.e page is not moving L.H.S after clicking on left arrow.

Expected: Left arrow of horizontal scroll bar should work properly i.e page should move L.H.S after clicking on left arrow.

This is a regression issue broken in 'M-53', will soon update bisect info

Friendly ping to get an update on this blocker issue.

This is interesting. I would say that the issue is somewhere in Blink.

I'll try and get a smaller test case to reproduce it. In the meantime, I don't think this needs to block release.
