Broken UI menus position if maximized

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.82 Safari/537.36

Steps to reproduce the problem:
1. Move the window to HDPI display
2. Maximize window
3. Click on top panel button/icon or right click on some element

What is the expected behavior?
The context menu appears on the position where was clicked.

What went wrong?
If clicked on UI element very close to the left, the menu appears on different, left-side adjacent display. If clicked on UI element not so on left, the menu does not appear at all. Maybe it is displayed somewhere in background or on other place, where not visible. There is animation indicating click on the button, but no menu appears.

Chrome version: 52.0.2743.82  Channel: stable
OS Version: 10.0
Flash Version: 

I have 3 displays, two displays stacked vertically, one in pivot mode on the side. Bottom display has HDPI and set scaling mode to 150%. Top display has resolution 2560x1440 and set scaling to 100%. Side display is 1920x1080 in pivot mode and scaling 100%. Only the top display has this issue, on other displays there is no problem.

Note: This problem relates Chrome CANARY, NOT STABLE! I filled issue from Chrome Stable, because when I filled it from Canary, it crashed.

If the window is maximized, I'm also unable to drag tabs on tabs panel, the tab is popped out to new window instead and the new window is not possible to arrange back to the tabs panel. If not maximized or maximized on other panel, the UI works good. This could be related with pixel width, because the only panel that makes me trouble, is panel with pixel width 2560, the second large panel of mine has resolution 2160x1440, so same height, but less width and no problem. These two panels are stacked vertically, so the virtual screen dimension could also make a problem. The arrangement of my screen is pretty wild, I'm sending screenshot in attachment.

Displays description:
1/ 2160x1440, primary, 150% scaling
2/ 2560x1440, 100% scaling, broken UI when maximized
3/ 1920x1080 in pivot, 100% scaling
