Regression : Unnecessarily by default focus ring is seen on check box in SIGN OUT confirmation bubble.

Issue description

Chrome version : 54.0.2811.0 b19949388aaceb1d0dc2b48ad00b272dd1c72af5-refs/heads/master@{#408553} 32/64 bit
OS : Windows (7,8,8.1,10)

What steps will reproduce the problem?
1. Launch chrome, click on Avatar icon and sign in to chrome.
2. Go to chrome://md-settings and click on SIGN OUT button, observe.

Actual : Unnecessarily by default focus ring is seen on 'Also remove your..' check box in SIGN OUT confirmation bubble.
Expected : By default focus ring should not be seen on check box in SIGN OUT confirmation bubble.

This is a regression issue broken in 'M-54', below is the Manual regression and will soon update other info.
Good Build : 54.0.2810.2
Bad Build : 54.0.2811.0

Note : 
1. The same focus issue is also seen on 'RESET' confirmation bubble.
2. Issue is also seen on Mac(10.10.5, 10.11.4) OS and will soon update Linux(14.04 LTS) info.

yeah, this is an example of why we didn't focus() the first element in dialogs by default -- for mouse users it's weird
