Regression : Settings overlay is seen chopped in devtools

Version: 54.0.2811.0 b19949388aaceb1d0dc2b48ad00b272dd1c72af5-refs/heads/master@{#408553} (32/64-bit)
OS: Windows (7,8,8.1,10)

What steps will reproduce the problem?
1) Launch chrome , open NTP and go to devtools
2) Now press F1 key to open settings overlay, observe
 
Actual : Settings overlay is seen chopped
Expected : Settings overlay should be seen properly

This is a regression issue broken in 'M-50' and will soon update other info.

This is a regression issue broken in 'M-54' and below is the manual regression and Narrow bisect info:
