Chrome, when opened, always opens where I left off.

No matter if I changed the options in settings or not, chrome always opens where I left off even when I have it not set to that.

Thanks for taking the time to file feedback! This may be the same issue as  Issue 625415 .

If you go to chrome://settings-frame and find the "On startup" section there, does it match what you see at chrome://settings?

A simple restart of my computer fixed this issue.
